Applied research on the inclusion of people with disabilities in social protection systems

This study combines different research designs and methodologies to propose strategies for the adequate inclusion of people with disabilities within social protection programs in low- and middle-income countries.

Aim:

It will analyze the extent of the inclusion of people with disabilities in current social protection systems and propose guidelines for their future design and implementation so that they are adequately and systematically inclusive.

Study design:

The study is being conducted simultaneously in Tanzania and Peru. In order to achieve its objectives, the study has several stages and combines different methodologies and designs.

The first stage will involve analyzing national and international policies for including people with disabilities in social protection. The second stage, which will be carried out in Peru, in the district of Morropon, Piura, will include three consecutive studies: (1) a survey to estimate the prevalence of disability, (2) a case-control study to compare the living conditions of people with and without disabilities, and (3) a survey to evaluate the experiences of people with and without disabilities in the Program to Support the Poorest People – Juntos. The third stage is a qualitative study with different key actors from the national level and with people with disability from Morropon to evaluate the inclusion of people with disabilities in the social protection systems.

One of the main products of this process, besides the research reports, is the development of an internationally applicable, scientifically supported, and gendered toolbox for developing adequate and inclusive social protection programs.
